What do you mean by if he had stolen the bike withouthaving a driving permit he would not recieve as harsh a penalty? If this is true then the system is definately backwards.
In Virginia, US, unless you are a juevinaile without a liscense, penalties for diving without a liscense or being uninsured are not light at all.

Yes, there have been some teens who have stolen more cars than in 'Gone in Sixty Seconds', without a drivers license, insurance or tax, who have been given less punishments every time they are caught. Of course with the current political party making laws left right and centre, targeting law abiding citizens and not building more prisons since 1997, (which are now filled with senior citizens who didn't pay the ludicrous council tax increases and foreign criminals who should under the law be deported but arent!) they cant actually be sent to prison because its a non-violent crime.
Yeah this can be a problem, but here in the states we have what is called the 3 strikes law in some states, which can really suck. Suck in the sense that you can be thrown in jail for 30 years for simple possesion of drugs or other minor non-violent crimes if it is your 3rd offense. It is kind of a double edge sword on both sides of the pond. Buy yes, if someone is an adult and they do this without a liscense they should face the same charges and more, potentially including reckelss endangerment and attempted manslaughter charges, IMHO.

You know what, with all the electrical systems running cars now adays you would think that someone would have figured how to make a peice of equipment that could remotely turn any car off. Heck my JEEP is set up where if you do not have the key and the engine starts it will shut off after 30 seconds because it does not pick up a signal from a chip in the key.
